I got all of them(I think) within about a week and a half. And Isabelle hasn’t mentioned anything about a diy. Not once and I had like no announcements either.

I shot the rest down in a matter of days.
Quite disappointing that they are mostly floors I'll never use.
I've got them all as well, and had them very soon after the start of the season. I didn't get the shell wreath from Isabelle, but that's only because I accidentally traded for it earlier not realizing it was seasonal. I think the cherry blossom and young bamboo sets are much better than the summer shell, at least in terms of variety.
I'm getting flooded with them just like with the bamboo DIYs. I think the main reason the cherry blossom DIYs were so tough to obtain is that there was only a 10 day window that coincided with the Bunny Day event.
I got two on my second character and that's it. Balloons on the main feel very off since I got the 300 for the achievement - while they do still show up, they seem much rarer now and I still haven't found my golden slingshot balloon after three weeks.
I have about 5 summer DIYs which isn't too bad, but the thing I'm really having trouble with is finding the blue shells to craft the recipes! I only seem to find one shell about every 3 days...
It was much, much easier to get the cherry blossom DIYs (I got them all within 2 or 3 days), and I got all the petals I needed with no issue. The summer recipes and ingredients seem much less well-balanced.

Do you pick up all the shells multiple times a day? I do and I usually get a decent amount of blue shells

To be honest, I haven't been able to spend as much time playing lately due to schoolwork, so I've only been picking them up twice a day (and relatively close together, time-wise). It sounds like I may have to start playing more than once a day if I can find the time... Though it would be nice if they had made shells easier to find for people who can't play that often.
I got one cherry blossom DIY, because of how short the event was and the 
bunny day event. I also didn't know as much about how often you could get DIYs from villagers.
I've gotten 5 in about 3 weeks, and we all have more than two months to round out the list. It is too bad they aren't guaranteed to show up, but you can always trade for them if we hit August and you still haven't seen them.

I got the shell wreath from a balloon. I made a second character last week and she got it from Isabelle.

Hmm.. I got every single diy recipe within the first 3 to 4 days of summer so I can't say that their spawn rate was low at all. I wasn't even really aiming to get them, I was just popping balloons as I normally did. RNG is weird sometimes I guess. But there 3 months to get all 8 recipes so I think everyone will get them, don't worry!
