Stubborn Togepi won't breed with Ditto >:(

Soo, I've been trying to breed a hacked ditto (Which has breeded perfectly so far) with a Togepi I got from the GTS.

It still says "They prefer to play with other pokemon"

I also just bred a Mawile with the same Ditto, so I don't see what is the problem .-.

I have tried twice, and now I'm just confused.

Any help?

You can breed any pokemon with a gender no matter what level.

Yes, it is. It has nothing to do with a level, but rather the species. Certain Pok?mon can't breed if they're in a certain egg group (undiscovered), are baby Pok?mon, and other cases. Pok?mon like Voltorb who don't have genders need to breed with Dittos to breed.

Not all Pok?mon can breed.
