1. Villager is in boxes
2. Villager is gone the next day
3. 2 people streetpass and villager joins you

If you have less than 10 villagers and care about who lives in your town, ALWAYS turn StreetPass off for Animal Crossing from you 3DS settings. It's sad but it's the only way to make sure that you don't get unwanted villagers.
