Streetpass Move-In Question

My younger brother had Peggy move out of his town into the void. My other brother and I went into our settings and turned off streetpass for New Leaf. Are we safe from getting Peggy?

You're safe when it comes to street passing, but if you visit his town, you may get Peggy from the void, I believe.

Well, I have 10 villagers, but I'm trying to get Scoot to move. I just wanted to make sure that once I get him gone, I won't get Peggy. Thanks for answering!
