i think i got a new villager from street pass yesterday because today the villager said they were from another town, but i havent been "out" nor has anyone been "in" so im curious if this was a street pass pick up?

If by "out" or "in" you mean you haven't been playing with anyone through Wi-Fi (opening gates and/or visiting other towns), then yes, it's most likely a StreetPass move in.
