Make sure you are in their top tier of friend before you do the reset method. I tried it on a Chester to whom I was not yet a BEST friend. Ended up resetting 100+ times. The first time I handed him the perfect apple, I was offered a throne. I reset it. subsequently, I received things ranging from water buckets to zero lamps. After 100 resets, cycling through a lot of the spotlight items and random items, but still no picture, I finally got offered a throne again. This was about 2 hours of my life. Great sadness was afflicted that day.

The exact same thing is going on with Zell.. I do almost everything for him and get him anything he wants because I adore him so much, and he still doesn't give me his photo. It seems like the villagers that I don't try hard for to get their photos, give me their photos, and the villagers I do try hard for don't give me their photos..
