I lost too much of my favourite villagers....I want to start all over but I only concern is my villagers, with most of them is my dreamed already but currently I just lost Katt and I found no other Uchi can replace her...not sure what to do anymore.
 
Like I said in your other post, you need to do what feels right to you! :)

Starting a new village leads to new experiences, a new map, new villagers, a possibly new town fruit, and more...
Keeping your village is still a possibility, and you could end up liking a villager you never wanted in the first place.

Do what feels right to you!
 
You can cycle through 16 to get back the villagers you want again but depending on how many villager you're trying to get back, it might just be easier to have someone hold the villagers you want, restart your town and then cycle or adopt villagers until you get everyone you want. However if you're attached to your current town, I'd go with the first option.
 
You can always cycle 16 villagers to get Katt back but that takes awhile so I understand if you'd prefer to start fresh. You can have someone hold your dreamies for you while you search for a town map. Personally, I like the idea of starting over more since it has a lot of new possibilities and things you can work with. I think it's more exciting that way but that's just my opinion so feel free to do whatever you think is best. :)
 
Oh s'ok! It can be a way for you to meet new villagers since there's 300 + new villagers here on the animal crossing new leaf~ But you can deffinitely restart if you think it's best. Fresh new start with a new town map set up, including the river designs, ponds, beaches sounds like a good way to go. But the previous saved game will be gone and takes time to get, also have time travelling so either way it's still not a bad choice to keep the saved game or start a new one!

If someone really wants to reset their town, my suggestion is typically just to do it because if you stick with a town you're unhappy with, it won't be very fun to play New Leaf anymore. Besides, as other people have said, starting fresh with loads of new possibilities is always a fun thing to do! :D
 
Do you like your town? Is the map nice? Good landscaping? Nice PWPs? If the only thing bothering you is that villagers moved out, I wouldn't restart. Villagers come and go...and they'll do it in a new town, too. I only suggest restarting when you don't like something that can't be fixed.
