Starting a new town for holders and getting the development permit..while ignoring..

If I am using my new town to move in animals from another and am using the ignore method from the start, will this slow down my getting the development permit, if I am not speaking to all the villagers after the first day greeting greeting?

Holding town and outing starters plus additional questions...

I know this didn't get response originally but I was told that I could move in my animals I want into this town back to back..what I am worried about is number nine..I need to use and reuse the ninth spot to get in two villager types I don't have in my holders pile ie Kidd and then Velma and Nan will need from camp site or this sites help but the others I should have once my villagers start moving out, the ignored starters..

So question is if I move in up to number 8 on my own when will 9 plot, or should I wait and take in 8 and 9 by the game then add my own number ten and start outing villagers until I only need one more dream for the town and then set up camp..

Here is my situation with this town..I started with Robin a dreamie, Sprinkle, Dora, Goose, and Linberg all of whom are being ignored. I have moved in Sparrow and plotted Ch?vre, I have Pashmina ready to come over for intake, and a Maple and Cheri waiting in other towns to be cycled over here. From this towns own plotting I need to get Stitches as my lazy, Kidd as my Smug, and then Velma and Nan so I have all five goats and the rest of my LF list goes to open slots in other town/s. So am hoping to end up with these ten:Robin(check) Sparrow(c), Chevre(plotted), Pashmina(ready to move), Maple(in other town), Cheri(OT), and then from the towns plotting system Stitches, Kidd, and Velma and Nan. That makes ten and the rest of my LF list aside those couple listed for here will finish my other dream towns.

Thanks for reading that, I need to know if I should let the game start plotting it's way up to 9 before adding my own or go ahead and move Pash over and see when nine comes...or wait on moving her until as 10 and try to catch 2 of my 4 don't have dreams that way and one from camp then move in the others after starters start to go..Basically, I am just totally unsure as I have plotted daily since start when nine will hit and how that will impact my balance of getting a lazy, smug, then one camper and will need either Nan or Velma from the board somehow.

Anyone reading this who sees my LF list I know this isn't that board but I am really close aside those mentioned for this town to getting all my dreams I am just waiting on, Victoria to finish a town, Baabara and Vesta for all sheep town, Rolf, Leonardo and Cole to finish my tiger/rabbit town, and Hopper is the last. So any help getting my last 9 final dreams I've been working on this for close to 2 years now.

Go ahead and plot one per day. Go to the other towns they are in, invite them one at a time. When the house plot shows up ( remember to plot reset the next day by setting the time before 6 am and creating a new character if you want to place the perfect plot) As soon as they are plotted, you can go ahead and go to the next town with one of your potential villagers in boxes.

Beware that if you invite a villager to come to your town there is a chance in the first few villagers that it may take an extra day for them to plot. Usually it will happen the next day.

You can repeat this all the way from 6-10. In my experience someone will ping as soon as the 10th villager has a house and is out of boxes. Just be looking for moving pings around the time of the 10th villager.

I have a cycling town but I do not have any of your Dreamies. I'll try to be on the lookout for you! All your towns sound really great.
