Staring a new town to move over animals from other towns, how soon...

Hey guys,
I want to do this right so I know the game wants to bring someone new in every other day until 9 and for some seeks I am using this to my advantage but what I need to know is for those I want to go ahead and place so that things turn out right..I know you can invite someone in on day one, I did that but can I invite the next in from my other town the day his house is built instead of waiting for him to be outside? Am trying to do this quickly.

I'm currently doing this myself, and here's what I've been doing:

Invite villager from my holder town to the permanent town, TT (or wait til the next day), get their house plotted, move in another villager if space allows and repeat.

So to answer your question, you don't need to wait until the villager is moved in. As long as the plot for their house is there, you're good.
