Are there 4 DIY'S remaining that you won't receive until Halloween, or am I just really unlucky? I'm missing the garland, the carriage, the table setting and the wand.

These you will get from Jack by giving him candy on halloween night. I believe you get the item and diy for the carriage and the wand

I'm not sure about the garland but you get the table setting from Jack when you give him candy so I am pretty sure you get the garland the same way

Unless someone else knows exactly how you get the garland

You get the DIY’s you’re missing on Halloween when you give candy to villagers. That’s why people are collecting candy
Keep giving them candy eventually you’ll have all the DIY’s

I know for sure that the carriage and wand you can only get on the 31st.
Not sure about the other two.

Don't worry though, even if you don't have any spooky DIYS, you can get them on the final day by giving villagers candy!

Yeah, they're all DIYs that you can get on Halloween night. Don't worry, you're not missing anything. But make sure you save up some candy to get them from your villagers, and Jack!
