Pokémon Special Floette?

Does anyone remember that 3000 year old man from X and Y? I've heard rumors you could catch this "legendary" Pok?mon. Does anyone know how? I've been collecting legendaries and special Pok?mon and I want to add this one to my collection.

Last I heard, it could only be gotten through an event. But I have no idea if they have already had one or not yet. I haven't played in a while.
