special character pics

So I visited a dream town called ACNLpics. Four player houses, each one filled with pics of villagers, the last one on the right having pics of every npc character in the game.

How?

I thought aside from a few event characters like Zipper and Jingle, K.K., Katie, etc., it was impossible to get npc pics. How could this person have the likes of Wendell, or Pelly, Copper & Booker? How do I get my hands on these, assuming they aren't hacked?

amiibo cards. That's how you get cards like Isabelle and Wendell

Just scan the NPC card, and Wasp will be like "Well I have something here". Take the first option and you will recieve a picture of the NPC.
