Spawn Rate of RV's in Campsite

I was just wondering how the game decides what RV to put in your campsite each day. Is it random, or does something trigger it? I've had the same one a couple times already and I want to get a new one. Also, do the Sanrio one's spawn naturally or can you only get them with amiibo cards?

Unfortunately, the Sanrio villagers can only be spawned by amiibo, not natural spawn.

I think it's mostly random but perhaps the month can affect it like Jingle's RV not showing up in December?
If it feels like you aren't seeing certain RVs ever, it's likely the Amiibo-exclusive ones, which there are a lot of.

I think they rotate through randomly, but there are only maybe a dozen RVs that can show up in your campsite without using an Amiibo. I have noticed that Gulliver's RV seems to show up for me the day after I've found him washed up on the beach. Also, like Jirachi100 said, the holiday and event NPCs don't show up in the same month as their event. Jack's RV won't be there in November, Jingle's RV won't show up in December, Chip's RV won't show up the same month as a Fishing Tourney, Nat's RV won't show up the same month as a Bug Tourney, etc.
