so today i went to resident services and chose lets talk infrastructre and there was no sell some land option. can you please tell me how to get it or at least make it pop up in my options?

Do you have 10 house plots/villagers? If so, you cannot ever buy anymore.
Do you have a house plot in your inventory already? It must be used before you can get more.
Have you plotted the campsite, and invited the first ever camper to move into your town? That must be done before Tom Nook sells you house plots.
