A new villager moved in, but last I checked I had 10 villagers, I never remember someone moving, nor do I even remember what villager is missing, I looked at all the villagers available in New Leaf and none of them did I recognize as the one who moved.

Sometimes if I hardly talk to my villagers, they don't send me a letter when they leave town. Whoever it was that moved, they can't have been that important to you lol
Did you go for a long period of time without playing? Someone could have slipped away during that time, if that's the case. If not, maybe you just didn't happen to run into said villager when s/he was thinking about moving, and they never told you they were leaving.
