Have you just recently started the game? You get a Watering Can just by going through Isabelle's tutorials...? It just takes five minutes.

she hasn't asked me to do anything and i'm, like, 6 days into the game! i've already got the approval and normally she asks you to get the seashells and bug hunt etc before that, doens't she?

You have to talk to her at the front desk (not the mayor desk). She should have an option that says something along the lines of, "Advice for living in the town."

You can get one from asking her. If not, wait until the flower shop opens (I don't know how long that takes but I got mine within the first few days) and you can buy one from there. Sometimes it's an axe it's selling but on the days after that it's usually a watering can. If you have the beautiful town ordinance, by the way, you don't need it as much since the villagers will water flowers for you.
