Some questions that are boggling my mind

So I have some questions about City Folk and I am looking for some answers

My first one is how do you get the flag in front of the house? I see them in youtube videos but don't know how to get it.
Also the does the colour of the balloon for balloon presents have any consistency or rule?

So basically those are the questions that are echoing in my head right now Does anyone know the answer?
