so last night my mum had someone in boxes moving out, she also had someone at the campsite, she asked the campsite to move in, she said the town was full she said she would look at who was planning on moving, she come back and said she would take the space of the villager who was in boxes, this morning two people were gone the villager who was in boxes and another villager

I'm guessing this is what happened.
- You have Villager A already in boxes.
- Your mom invited the camper. The camper actually chose Villager B to kick out, not Villager A. Any villager chosen by the camper will be immediately in boxes.
- Both Villager A (already in boxes) & Villager B (chosen by camper) moved out.
One of the plots should have "SOLD" on it. It should have the name of the camper.

Two things could have happened here.
One: Something weird happened and the game forced out a random villager even though the camper said they would replace the one already in boxes. That'd definitely be unintended behaviour, though I have not seen it reported on here before and with the frequency of people moving villagers in and out I think I would have by now.
Two: See above. The camper went to resident services, came back with a villager to replace, and it wasn't the one already in boxes.
Unfortunately, whatever the case is, there is nothing that can be done about this now. The game spent some time deciding what happened, and it has been edited on the save file. No turning back from that.

When they say they'll look at who's planning on moving, it's just pretend... they choose randomly. Are you sure they chose the villager in boxes? They most likely said someone else's name instead.
