It wouldn't be that easy, it took me eight hours to campsite reset for Lolly and the only other popular villagers I ran into were Zucker and Merengue. It'd be easier just to cycle for them.

one time merengue came to my animal crossing town and i was really sad that i didn't have any room for her D:

i have another of animal crossing new leaf and i got marshal to move into my town after he went camping in my town and i deleted that save file without knowing how popular he is

But yeah, same. When I was resetting I've come across Marshall and Phoebe multiple times. I even got Stitches once. Too bad none of them interested me and I'm just too lazy to make them move in and then out again just for some money...

Yes, I like the fact I can meet other villagers in my campsite when my town is full, but I wish I could give them to someone who really wanted them.

Yeah, the campsite can be cruel sometimes. Mine is particularly mean. I only get villagers like the day before someone is in boxes. Then when I'm down to 9, nothing!

I find that the tier 5 villagers are much harder to find if you're not campsite resetting. There are plenty of posts in the trading zone for the more popular ones, but most of the less popular ones are autovoided unless you are fortunate to have kind recyclers such as I've met who'll hold them if they know you're looking.
