I cannot figure out where to buy fertilizer bags to get the golden shovel but I really need the golden shovel. I heard that I need to complete Gracie's thing but I do not have any full sets of clothings!! Someone able to help?

So you need to have T&T Emporium which is the final stage of the Nooks shop Leif will have a section to buy fertilizer. You only get T&T Emporium by getting all the past upgrades of Nookling Junction AND

Spending 250K bells at TIY
Passing 4 Gracie Fashion Checks (She randomly will appear at the plaza on random days so it can take up to 5 years for all checks)
It must have been atleast a month that you have had TIY.
And you must have the garden center, shampoodle, and kicks open.

EDIT: You also have to pass Gracie's check with atleast satisfactory level meaning that 3 or more clothing items fit the breif. Here is a guide for when she appears in your town. Also this is a guide on how to get all shops if you dont have the others.

Gracie the fashionista giraffe may appear in your town square from time to time. She will assess your fashion sense.

Thanks for your help. One more question, how do I unlock the Cafe and Police Station in New Leaf?

The police station is 100% Random and is a Public Works Project Suggested by Villagers. It is suggested by Pinging here is a video on that subject.

To get the Cafe you must have the Museum's Second floor. You must have atleast 20 items donated to the Museum and one from each exhibit meaning atleast 1 Art, Fossil, Bug, and Fish. One day blathers will be thinking and suggest it to you.

As far as I know, they will never visit the second floor of the museum. I don't think they're programmed to do so. I've had my towns for years and never seen any of my villagers up there.
