The short answer is 1:1.
The long answer is that it's all over the place (in part because NMT : IGB and IGB : TBT rates make no sense whenever you compare them to the TBT : NMT rates), but there's enough buyers / sellers that are willing to trade on 1 : 1 terms that it's the (currently) accepted rate by the plurality of traders.
