So, how do i make a villager leave?

there's two paths to make a villager more likely to leave, and they're exact opposites. one is to completely ignore them after introducing yourself. the other is to become their best friend.
if you've already talked to rooney past your introduction, keep doing it. become his best friend. then stab him in the back and evict him! just kidding. if you keep talking to him he's more likely to leave.
you can't do one method and then start doing the other. if you keep talking to him and decide to ignore him afterward, yu're not gonna get anywhere.

personally i find that the ignoring method works best but the best friend method definitely works too.
 
Could I possibly purposely fail their tasks also?

That won't help, you won't become good friends with them. Hitting them with nets, burying pitfalls, pushing and all that stuff doesn't help anything. You won't be a friend to them but you didn't ignore them either, so they won't offer to move.

Make a new character, take to Rooney once and never talk to him again. He will eventually leave.
