Only during snowfall as far as I know. I can't remember what happens when you have a snowmam because that was a while ago.

Its true that Melyora said you can find Snowflakes when you build a Snowmam. Because she needs snowflakes and the game needs to spawn them because what if the snowflakes don't appear at all when she completely melts?
I built snowmam today. As long as you have a snowmam in your town, you'll find snowflakes even when it's not snowing. Not sure about it applying to the rest of the snow family because this is my first ACNL winter, but snowmam for sure! It wasn't snowing in my town today and there were still snowflakes spawning.
Snowflakes appear even when it is not snowing. I've been walking around my town for about 30 minutes catching snowflakes and it is not snowing. I do have the SnowMom built in my town, but yesterday I didn't have any snow people built and I could still catch snowflakes but it was snowing at the time then.
