Sloppy or cardboard sets, and beautiful ordinance ...

Hi! I have a question for you: is it possible that we can't get the sloppy or cardboard set if we have the Beautiful Ordinance? The only time I got a villager who had those furniture is when I cancelled the ordinance, but I put it back right after because I have too much hybrids and it was a pain to water all of them. My villager is slowly getting rid of his sloppy furniture but none of them ever appeared in the police station or re-tail... In Fact, I have never seen those furniture in my village. Is it because of that ordinance? Thanks.

If you have Marshal, Mott or Benjamin in your town you can always buy sloppy furniture from their houses when they invite you over.
