Sixteen Villager Cycle--Help?

I'm so sorry! I know this topic has been discussed a billion times, but I just need a little help/clarification....

So, a few months ago Claudia moved out unexpectedly. I wasn't too upset, I knew there was a way to get her back: the sixteen villager cycle! I grin-and-beared the tedious task, and behold! I finally did it! Sixteen villagers cycled out. (I only had three slots to work with. x.x)

So, here's my problem...I've been plot resetting for the past two days and I haven't seen her yet. Here's how it went down....

*Claudia moves out*
1. Camofrog
2. Shari
3. Al
4. O'Hare
5. PeeWee
6. Broffina
7. Tammy
8. Pietro
9. Nate
10. Charlise
11. Queenie
12. Barold
13. Canberra
14. Kid Cat
15. Freya (I moved Freya out here so that I'd be stuck on Snooty after the sixteenth villager moved out)
16. Flo

Did I do something wrong by making a Snooty villager move out in slot fifteen? I'm a very patient person, and I know there's a lot of Snooty villagers. I just want to make sure I didn't mess this up and that I don't need to cycle out one more villager or something. Also, I see Camofrog on Main Street, but haven't seen Claudia the past several times I've checked.

You did not do anything wrong, you seem to have done the cycle correctly and I really don't think that it's you, it's the fact that you have bad luck. Since you are plot-resetting there is a low chance of her showing up. My advice here is to just keep trying, I don't think that you can do anything else about it. Actually, hold on. Were you missing any personalities at the time of the plot-resetting?

And, I'm missing Snooty. I purposefully made it that way to help me out. XD So, I'm actually getting nothing but Snooty villagers with this plot-reset.

I actually have my original Claudia in my second town...but being successful in transferring Margie from my second town to my first, it's really annoying when she says, "I had a neighbor named Tora and he was such a bell-pincher." HE. Really Margie? Confused much? ^^;; (I am female and play female in both towns.) Seeing as how Claudia is one of my "main" villagers, I'm trying to get her brand-new so she doesn't say silly things like that. It's really annoying. x.x

Alright, well I think it's just a case of bad luck then. Good luck with the plot reset and I hope that you get her to land her plot eventually haha.
