nah, it's all totally random. every day your town will spawn 3-5 flowers, and if they just so happen to spawn next to flowers together that are the same kind (like roses), they have a chance to be a hybrid, or a copy of one of the parenting flowers.
that's why i planted the flowers like i did in your town - more squares and more chances for them to end up being a hybrid possibility. =)

I also think that both the silver and the gold watering can have bigger watering range.
