how do you get to Resetti's Surveillance Center? >.<

you go to the city on the right side you will see cones, and if you get lucky it will move 8PM to 10PM

it took 1 week for me to get (i got in at 9:27)

Sometimes in the city, the cones are moved and you can get to his house, I have not been able to though.
