You said silver in the title, but gold in post. What? A silver net and silver rod are 500 Bells each and randomly available at Nook's shop. A gold net cannot be bought, but is given to you by Tortimer after you have caught every bug in the game. You could see if you can get it from someone over Wi-Fi who's hacked it, though.
