Yeah I have the same question. I've played like everyday since I got it, and nothing!

It's random, they are just rare. I've been playing a month and have only seen one.

They are very rare ive been playing for 2 months...I only missed like a day or 2 and only saw one silver item...thats all!

the slingshot and net will appear once you upgrade your store silver ax you need to throw a regular ax into the fountain in your town an answer questions and silver shovel need to be in city at 8pm where to cones r nights random there moved and resseti gives to you

Yeah the silver items are random except the axe of course
