Resetting takes so much effort, but, it's definitely worth it if you have the time and dedication to rebuild a town! Since you've already built a town and progressed far into it - if you restart your game then you have the extra insight in knowing more of what you want out of a town which is definitely useful! You'll be able to more comfortably place permanent PWPs and houses as well as villager plots! Building your house up shouldn't be a problem though. There are plenty of people on here who can help you pay off housing costs and can let you come into their town if they have exterior decor that you really want ^^. Recollecting the publics works projects will definitely be a pain though even with the diving trick ><. Also, I'd avoid the hassle of transferring villagers and I'd just get them directly off the Villager Trading Plaza forum when certain ones you want pop up ><.
Anyways, if you're somewhat bored of your current town and think it'd be fun to create something new then I'd restart ^^. A lot of the fun of a new town is building it up anyways
