You don't understand.
You CANNOT send a Shiny Meloetta to the Pokebank because Nintendo ensured that Shiny locked pokemon that are forcefully turned Shiny are not allowed to be transported to the bank, This is to lower the rates of hackers who think "durr, unobtainable shinies are osm, I will hax them and spread them over the community."
This is why you never really see people with Shinies like Victini, Jirachi, Celebi, Arceus, Reshiram & Zekrom, Keldeo and a few others.
They have been coded to never be obtained as Shinies legally, Nintendo ensured that hackers are "punished" for doing this in previous regions.

You can get your perfect statted Meloetta from someone who uses Pokegen, But it will be a Non-shiny version, Unless you consider buying a Powersave device to be able to forcefully make it a Shiny.
Even though you have seen another user with a Shiny Meloetta on X/Y, They have used a Powersave and due to Nintendo still sticking to that rule, It will always be Untradable via Wi-Fi related services (unless they do a Shiny Meloetta event on X/Y)
If you have a friend in real life who uses a Powersave, You could send them your Non-Shiny Meloetta and they would be able to trade you via local trading.

Meloetta is Shiny locked and I'm pretty sure it's 1/8,192 for Black/White anyways.

you can't get a shiny meloetta. it's shiny locked, so its literally impossible to get one, and if you transfer one over, it'll block you because it will recognize that shiny meloetta is impossible, and prevent it from being transferred.
the person who showed you a shiny probably used a power saves to make their meloetta they already had in their game shiny, and i'm pretty sure no one on TBT has a power saves so I doubt you'd find one here.
