Shaved ice lamp

Pete isn't showing up and giving me a shaved ice lamp. I live in north america and am connected to the internet but he isn't coming to give me one please help me

Aside from the usual "make sure you have spotpass enabled", have you tried Saving&quitting?
I had this problem in the afternoon, and after saving&quitting like two times Pete finally decided to appear and hand me the letter.
