a rainbow feather isnt a hacked item, if you unlocked it in your WW game (like i did) then when you transfer your catalouge over, it stays in there. hence why i can order them.
No they have bought it from the catalogue that they have transferred from WW, they are buyable.
I have them in my catalogue, I could give them to people for free. xD
