Selling land question

Hi! So Tom Nook just started letting me sell land to increase my island's population. It's at 6 right now after the mandatory camper. I have a bunch of NMT to use to fill the rest of it up with islanders I choose. Question is, do I have to lay down a plot of land first before I can ask islanders to move to mine? Or can I just keep the plot of land in my inventory until I choose an islander I like? I don't want to waste a NMT only for an islander to not spawn. Thanks!

Islanders wont show up unless you have a plot already put down.
