How do you get Seed bags of flowers including hybrids?

You get them as rewards from Weeding Day (presumably after you've received the flower series)

It's not on Weeding Day. It helps if you tt. You tend to get them if you have a ton of weeds. Leif shows up sleeping (he passed out from shock). He plays a mini weeding game whereby you have to pick the weeds. You may get a weeding day item, perfect fruit, or a hybrid seed bag.
