Seashells trading/collectible trading for in game items

I have two questions so I'll kill two birds with one stone.

Can you give other users your seashells somehow?

Are you allowed to trade collectibles for in game items in Pokemon or ACNL?

Are you allowed to trade collectibles for in game items in Pokemon or ACNL?

1. It's not possible. I think only TBT Bells can be traded.

2. I don't see why not. Someone gave me a shiny Zekrom for the price of letting them use my town's Able Sisters.
