I can't play AC and check right now but if it turns out it doesn't work you should scare away every fish that doesn't have a fin on its back, and then circle around the island until you find your shark

According to the Fishing Guide from bidoofcrossing (v handy, that one) the Saw Sharks are available 4pm-9am. Not sure if this is relevant in your case, since you didn't mention what time you were at the island - Unless sharks are available all day at the island, that is - but I wouldn't know as I rarely go there.
