Ye, most people post the popular villagers so they can get a profit off them. Kind of sucks for people who want lower tier villagers.
I think the problem is when I put up the low tier villagers as a giveaway often times I don't even get anyone to bite. Its unfortunate because I want to give all of them a new home but usually its only the high tier that gets love.
Beardo is usually auto-voided, so there's not a big point in lurking for him. Those villagers are all Tier 1/Tier 2 so it's guaranteed they'll find a home. Tier 5 villagers are very difficult to find homes for, so many people don't bother.

Beardo is considered to be rather unpopular, many feel that they shouldn't bother posting a thread since they don't feel like that people will want to buy. Best best is the AutoVoid on cycling threads.
When I had the cycling thread open I couldn't count how many villagers from the lower tiers I voided because no one would adopt. Try posting in the "looking for" sticky thread. I try to check in on the latest post and match instead of autovoiding, but if there's no post for them in the prior 2 days I don't even waste the 15 min wait because chances are they're not going to be adopted.
I noticed the same thing not too long ago. 
Ironically it's more difficult finding the unpopular villagers than the ones that everybody wants.

I got lucky about two days ago giving away Pippy and Henry, both 'tier 5' villagers, as both topics got a bite within ten minutes. I am using my second town to give away all villagers, popular and unpopular, individually. I give away all villagers. I was shocked to find an auction as one of my topics, but turns out I posted that topic for a friend who wanted bells for Tia but was a newcomer to this forum.

Like others have said, he's just not popular enough to get his own threads and most people just auto-void him. I tend to like some unpopular villagers so I get what you're saying but it makes sense if you think about it. If you want an unpopular villager you just have to be more persistent and creative than otherwise.
Here's what I've done in the past. If you use the search feature and type in "Beardo" and then check "find posts", you'll see the recent posts where Beardo has been mentioned. The reason why checking "find posts" and not "find threads" (the default) makes it easier is that, if you search for threads only, you'll end up with lots of fluff. If you pick "find posts" you'll instead see posts where Beardo was mentioned and get a preview of what was said, which saves lots of time and effort.
After that, if he's been mentioned in a cycling thread, he was probably listed as a villager to be auto-voided. You can try to request the cycler to not auto-void him (unless there's a rule within that thread against doing so, but most people seem to be open to that type of request and will take villagers out of auto-void unless they're in a hurry).
It also helps to look outside of TBT if that's ok with you. I've noticed there's a lot of ACNL adoption tumblrs where less popular villagers are put up for adoption all the time, so you can try to keep an eye on them. I used to lurk a few when trying to get one of my current villagers even though I ended up getting her here on the forum.
