RV question

Do NPC villagers not camp in the campground if they're already present in your town? All I've had are Pascal, Sahara, Blanca, Nat, and Wendell. I'm looking to get Resetti's RV so that I can get his wall mounted TV, but he never seems to show up, and it might be because I've got the Reset Surveillance Center in my town.

Also I've heard that Celeste can camp, but I have the Museum 2F, so she might not be able to.
Then again, this might just be all coincidence and I'm having really bad luck.

Only Nat, Pascal, Pave, Jack, Joan, Wendel, Gulliver, Saharah, Zipper, Franklin, Blanca, Chip, Jingle & Booker or Copper (depending on which Police Station you have in your town) will just ramdomly show up in the RV park.
I don't know why Redd or Phineas don't show up in the RV park.
To get any other NPC (Isabelle, Tom Nook, KK Slider, Reese, Cyrus, Lottie, Celeste, Mable, Kapp'n, Rover, Timmy/Tommy, Blathers, Kicks, Digby or Resetti) you have to use the amiibo figure (not cards) to get them to show up in the RV park. Using the card just gets you their picture.

Only the event NPCs can show up at the campground. You'll need to buy the amiibo if you want to get Celeste, Resetti, Blathers, Kapp'n, Kicks, Mabel, Sable, Timmy and Tommy, Tom Nook, Reese, Cyrus, Lottie, Isabelle or Digby to camp (I hope I didn't forget anyone).

Aww man. that means i have to buy all the figures at some point then. i have a lot of the NPC cards, not figures! >_<
