rv (amiibo) villagers refuse to move into my town?

i have 10 residents currently, which is probably the reason why. but can't you move someone out in the new update or is that just for card amiibo (not the rv ones)?
really confused here, searching this up on the internet comes up with nothing

Is there an event going on in your town?(like Toy Day, Fishing Tourney etc..)? They won't move in unless an event is going on in your town.
