Rules with rock spawning?

Are there any rules with rock spawning? I’ve managed to spawn in 4/6 of my rocks into my rock garden but the last two dont seem to be spawning for some reason? I’ve checked over the island twice and i can’t see that they’ve spawned in other places either

I can't even get my third rock in, but I read anything blocking the rocks in front like trees, cliffs and furniture might prevent them from spawning.

At work so can't check, but on the ACNH Discord datamines show they cannot spawn within 4 blocks behind a building, cliff, or tree.
