Rule about recent villager moving?

I was just wondering but is there a rule that the most recent villager you acquired won't move out until someone else has moved out first? Or is it all just luck?

I adopted a 10th villager from another town, but then after seeing them I realized I didn't quite like them anymore. So I've been TT'ing a ton to get them out and only that one recently adopted villager will not ping me to leave...
 
I don't think it matters. In two towns, I had Marshal and Deirdre as either the seventh or eighth move-ins, and they were the first to ask to leave. If you specifically seek out an animal, maybe they are kept a little longer, but I picked up Skye and she asked to move in about two weeks (no TT involved).
 
ah, i've been in the same boat as you. it took a while, but the most recent villager did eventually leave :9 so, yes, it is possible!!
 
I personally have never managed to get rid of the 10th villager if s/he was the last move-in, I've always had to let someone else go first. Doesn't seem to apply to 9th villager in my cycle towns though. :p Maybe I just have bad luck, idk.
