Rowan currently lives in my town but is moving out on January 4th. If you would like him to move into your town, I'll make sure that you are the first visitor to my town that day and you can talk to him while he's packing to leave. When you talk to him, you can invite him to move to your town as long as you have less than 10 villagers. A day or two later, he'll build his house in your town.
