Best way to get someone to move out is to just keep talking to them.
If you have a normal relationship with them, they'll want to move more often.
Easy peasy.
Good luck if you want to go your own route, though!

I personally would suggest just ignoring that particular villager for a while. I got one of my least fave vilagers to move that way :'DD
