you send 25 TBT for a reservation and then pay 3 mil or 125 TBT on pick up for tier 1 but yes you can

Villager prices are in the OP like the bottom of Post One after the list of current villagers, reserves are 25 TBT regardless of tier and do not factor into the price of the actual villager
