Rocks have stopped spawning

I'm attempting to move my rocks and have been successful with the first four. For the last two, I removed the flowers I was using to place the rocks as it was raining and I didn't want any flowers to spawn on the future rock locations, and instead placed down stone paths around the squares where I want the rocks.

Broke my 6th rock and placed a mannequin over it only to find 5 rocks the next day. Searched my island, couldn't find it. Broke my 5th rock to the same thing the next day, finding only the 4 rocks I successfully moved. I have since replaced the stone paths with flowers again, but I don't see how that would be any different.

Can anyone think of a reason as to why they didn't spawn? The spaces I've plotted have a complete 3x3 free zone except for the flowers and the paths, which I have now removed. The path did not cover where I wanted the rock to go.

Do any of these apply to you? Each time I see people with this issue it is a tree or cliff blocking rocks spawns.

You can always replant the trees after you are done moving the rocks. Atleast I think you can?

so my rocks are in 2 acres while they could be in a much nicer spot?? thats super annoying lol, i hate that myth
