Rock moving method?

I’m trying to get my rocks in a rock garden, and I’ve got the first three, but the next three won’t spawn where I want them to. I haven’t just made a mistake and left a blank space somewhere, because I tested it by purposefully leaving one space open and a rock spawned in that open space... So that means they just won’t spawn in the three spots I want them to! I don’t understand why - I’ve seen screenshots of successful rock gardens with the exact layout I’m using.

Does anybody know what I’m doing wrong? Please help!

I can't tell where you are from this picture, but would you happen to be near any cliffs?

Yes, they’re three spaces down from where I want the rocks to be. Thanks for the tip, I’ll try moving the cliffs!

Definitely move the cliffs further south. I was in the same scenario; my first three rocks spawned just fine, then the three under wouldn't spawn. I forget the exact value (4 or 5?), but rocks with a cliff to the south need to be further from the cliff than rocks with a cliff to the north (if that makes any sense)...

The reason is that the devs didn't want rocks to spawn where they're hard to see, so rocks need to be further from overhanging cliffs to spawn compared to rocks up against a cliff.
