Restarted town but same list of PWPs?

I restarted my town but yet I have the same list of pwp's even tho I didnt build half of them?
Has anyone else figured this out? I think its another hidden 'easter egg' of the update.

If you recreate your town, you can keep your unlocked PWP list apart from the special ones like the caf?.
