Edit: Situation resolved

So I was holding a villager for a friend who was about to lose him. I cycled the villager back into boxes and invited the friend to come back and collect him.

But my friend is saying she didn't get the dialogue to invite him back?

Is there a reason for this? I've never experienced this

I asked. She said she only has 9

I told her to double check and see if there are any plots she didn't know of.

I feel so bad right now D: I'm worried I messed something up.

This has happened to me before. I have no clue. Maybe she has a move in through streetpass and she doesn't know?
 
sometimes a random move in from streetpass or another person's void can cause the villager to not ask to move their town. if not, then have they cycled through 16 villagers to get that villager back?
 
This is because the 16 villager cycle.

In short, its not good. Your friend will have to invite 16 other villagers and rotate them out first before she can invite the villager she lost back in.

Its a horrible, horrible punishment to anyone that loses a villager they like... sorry.
 
Did they get through the 16 villager cycle? That's all I can think of.
 
Yeah you need to move out at least 16 villagers after that villager has moved out.
 
Thanks for the information guys. I didn't know the 16 villager cycle applied to reclaiming villagers. I thought it only applied to the ability to reclaim them through random move-ins. I've learned something new today.

Luckily, she has another game. So we're going to try that :D Thanks a lot for your input everyone.

That's really sad.

It is. Its one of the worst things ever.

I didn't know how to load back to current day after a long break and lost Diana.
It hurt so much I quit the game for about a year.
I was nearly done with my town, so I couldn't afford spending the time cycling 16 in and out of my town.
It was just easier for me to say my permanent goodbyes, and move on with another villager.
In the end, Rosie replaced her, and things are okay now.
But if I lose anyone else, I will snap.
