Let me start by saying I may be wrong as it didn't happen to me before, so I can't be 100% sure.
If you haven't played TODAY as your Mayor you should be good if you TT to a date that you last played so the game will think no time has passed.
 
if you have opened the game with any made character (so both mayor and side hharacters) it will have saved so you can't get him out of boxes. Opening the game means talking to isabelle and going further than where she says "let me just get things set up", that's where it saves when you start up.
if you made a new character or just know he's in boxes for some other reason you're alrighy.
 
Basically what visibleghost said. If you booted up the game through Isabelle when you checked on your town (Mayor or otherwise) then you're screwed, and may as well hand Julian off to somebody else. If you checked on your town by creating a new villager through Rover and DIDN'T save that character, then you're safe and can time travel back to save him. If you time travel back while Julian is locked into being in boxes, it'll count as a day passing and no one will get Julian. It all really comes down to which way you checked on your town, OP.
 
If it is not a saved character and you did the 'plot reset' process, you can time travel to the last time you played, it might be alright then. I have not tried myself but I have read it works. Anyway you have nothing to lose at this point.
 
You can stop a villager who is in boxes from moving if you don't boot up an existing profile?! Is that even possible?! 0_0

It's possible, I've done it myself. So long as you make a completely new character to check your town and don't save at all just quit the game after you've checked on all villagers you can simply TT back a day with your mayor and stop the villager going into boxes.
 
Well, I ended up trying the trick and I'm also gonna clarify it did indeed wok, thank goodness! Leaving this thread up for reference, in case this happens to someone else. :)

Anyways, I'm glad it worked out for you! I'd be devastated if I lost him :(
